This Disclaimer applies to the Ask Houser service ("Service", also "Houser"), provided by Houser Technologies LLC, a Colorado limited liability company doing business as AI Housers ("Company", "we", "us", or "our"). Capitalized terms not defined here have the meanings given in the Terms of Service; this Disclaimer also references the Privacy Policy and Acceptable Use Policy. It supplements, and is incorporated into, the Terms of Service.
Please read this Disclaimer carefully before using the Service. By using Ask Houser, you acknowledge and agree to the statements below.
1.1 The Service is for housing professionals
Ask Houser is a business tool intended for affordable housing professionals — such as public housing authority staff, compliance officers, and owners/agents. It is not designed or offered for use by consumers, pro-se tenants, or children, and it is not a substitute for the judgment of a qualified professional.
1.2 AI-generated content — verify before relying
The Service uses artificial intelligence (including large language models) to produce answers, summaries, and other outputs ("Output", as defined in the Terms of Service). Houser is built to ground its answers in cited authoritative sources, but, like any AI system, Output can contain errors — including in citations, quoted text, or section numbers — and source materials change over time. Treat Output as a research aid to be confirmed, not a final authority: always verify it against the cited official source and apply your own professional judgment before relying on or acting on it.
You must not assume any Output is correct. Treat every Output as a draft starting point to be independently verified, not as a finished or authoritative work product.
1.3 Not legal advice; not tax advice; no professional relationship
The Service provides general information and research tools only. It does not provide legal advice or tax advice, and it is not a substitute for advice from a licensed attorney, tax professional, or other qualified advisor who has reviewed your specific facts.
Using the Service, communicating with it, or receiving Output does not create an attorney-client relationship, a tax-advisor relationship, or any other professional or fiduciary relationship between you and the Company. We are not your lawyers and we are not your advisors.
The Company is not a law firm and does not practice law in any jurisdiction. The Company's provision of general regulatory information and software tools is the sale of general-purpose software and information — not the provision of legal services and not the practice of law.
1.4 Verify against current authority and your own policies
Federal housing regulations and guidance change frequently, and prior guidance can be superseded, rescinded, amended, or replaced. The Service may not reflect the most current authority, and a source it cites may itself be outdated or superseded.
Before relying on or acting on any Output, you must independently verify it against the current, official, controlling authority (for example, the current Code of Federal Regulations, current HUD/PIH/CPD notices, current IRS guidance) and against your own organization's policies, your PHA Administrative Plan or ACOP, your Qualified Allocation Plan, and any applicable state or local requirements.
Data values the Service displays — such as Fair Market Rents, income limits, and similar program figures — are reproduced from published government datasets for reference. The officially published values (for example, on HUD USER) control. Displayed values are updated periodically and may not reflect the most recent publication, an applicable Small Area FMR for your ZIP code, or an exception rent or other adjustment for your jurisdiction.
1.5 Decision-support only; human review and sign-off required
The Service is decision-support, not a decision-maker. It does not, and is not designed to, make eligibility determinations, adverse determinations, or any final decision about any individual or household.
- The Service never auto-signs and never auto-submits any document, application, or filing. (Automated delivery back to you of a draft you requested — for example, a drafted reply emailed to you — is not a signature or a submission.)
- A qualified human must review, customize, approve, and sign any Output before it is used, sent, filed, or relied upon.
- You — not the Company and not the Service — make all decisions and are responsible for them.
1.6 You are responsible for compliance, including fair housing
You are solely responsible for your own decisions, communications, determinations, and regulatory compliance, including compliance with the Fair Housing Act and all other applicable federal, state, and local fair housing, civil rights, privacy, and program requirements. The Service does not ensure, and cannot ensure, that any decision or document is lawful, non-discriminatory, or compliant.
1.7 Source materials and government affiliation
The Service's knowledge base is built primarily from public-domain U.S. government materials (such as the Code of Federal Regulations, HUD/PIH/CPD notices, and IRS guidance), which under federal law are generally not subject to copyright. It also includes state and local materials that are public records — for example, state statutes and bills, state housing-finance-agency Qualified Allocation Plans (QAPs), and related state program guidance — reproduced for reference. Our selection, organization, and presentation of these materials, and all Output, are provided "as is." Always consult the official source for the authoritative text.
The Company is independent. We are not affiliated with, endorsed by, sponsored by, or otherwise associated with the U.S. Department of Housing and Urban Development (HUD), the Internal Revenue Service (IRS), or any state housing finance agency or other government agency. References to government agencies, programs, forms, or publications are for identification and reference only. We do not use any government seal, logo, or name in a manner intended to suggest official status, approval, or endorsement.
1.8 No guarantees
To the fullest extent permitted by law, the Service and all Output are provided "as is" and "as available," without warranties of any kind. We do not guarantee — and you should not assume — the accuracy, currency, completeness, reliability, security, availability, or fitness for a particular purpose of the Service or any Output. We do not promise that any Output is, or that any decision or document will be, compliant with any law, regulation, or program requirement.
Nothing in the Service should be read as a representation that any process or determination is "guaranteed compliant" or error-free.
1.9 Limitation of liability
Your use of the Service is at your own risk. To the maximum extent permitted by law, the Company is not liable for any damages arising from your use of, or reliance on, the Service or any Output, and the Company's total liability is limited as set out in the Terms of Service, including its limitation-of-liability and disclaimer-of-warranties sections. Nothing in this disclaimer is intended to, and nothing does, eliminate or limit any liability that cannot be limited or excluded under applicable law.
1.10 Training credentials
Certificates, badges, and other credentials issued by Houser Academy recognize completion of Houser training content only. They are not government-issued, are not HUD or state-agency certifications, do not confer continuing-education credit or any license, and do not represent that the holder is qualified or certified by any third party.
